I know running more methanol gives you more octane but what ratio with water can you go that's safe without causing issue to engine or possible hydro locking.does running a more water mix help with hpfp fluctuation since water cools better then methanol?

Doesn't matter...opinions are all over the map. I picked up a modest progressive kit and run one cm5 and one cm7. Start spraying at 10 psi, and go full at 15. I'm hitting about 24ish total. No issues with spark correction...and I'm running washer fluid which is 30/70. I've tried a few other mixes with no great change, so I'm sticking with the cheap stuff. I do have a big IC (Big Tom)...but I would assume you already have a bigger IC. My IAT's never go above 70F.

I would suggest you get a progressive kit since it is more tuneable. Just experiment with different mixes if you like. Remember higher than 50% methanol is flammable. I'm using a Snow kit that hooks to the 5v MAF signal (only because it's the cheapest kit I could get.), most of the mainstream kits all use the same pump so it's not worth spending too much.
