You have an N54 and not a N55 correct? OEM N54 usually can maintain about 15 psi at high RPM so I do not know why your boost is falling off so much at high RPM.
It is unreasonable to expect the OEM turbo's to maintain 18 PSI at high RPM.

Could be a boost leak.... insufficient vacuum in the vacuum storage canisters.... bad vacuum solenoid valve.
I would get a vacuum gauge and Tee it into the WG vacuum line.
You should see about 22 to 26 In Hg when at full throttle and high RPM.
