M135i F21 JB4 Portugal Questions -

Hello,
I am a new owner of a 2013 M135i in Portugal. I am originally from the USA.
I have a couple of specific questions... and I am guessing one is an easy repeat.
1) It seems that car modifications are highly regulated in Portugal. Is there anyone on this forum that can provide direct experience on modifying your engine in Portugal?
2) I did visit a "tuner shop" as I was considering the JB4. I have a ton of car experience, but I was hoping to pay someone to install it. They gave me the "you don't want, you need to let me flash your ecu instead". I left my tools and garage behind in the USA, but I am considering doing the job myself. Looks like a pretty small job... If there is anyone on here from Portugal (or Spain) is there a shop that you know will install it?
3) Specific to the JB4, one of the most important questions for me is one of the "selectable maps" equivalent to the OEM map? I am very concerned with having it pass the inspection and emissions.
BMS products labeled for use only in competition racing vehicles may only be used on competition racing vehicles operated exclusively on a closed course in conjunction with a sanctioned racing event, in accordance with all federal and state laws, and may never be operated on public roads/highways.
Thanks Steve... I was watching the videos yesterday and came to the same conclusion and it would he highly unlikely to be detected... so that is probably the plan!
