I rerouted power to the boost solenoid wire, and scraped off the paint under the shock tower bolt for the JB4 and PIC grounds, cleaning and electrical lubing everything. Elected not to run grounds to factory because the PIC wire was too short and it's possible to redo the grounds later if necessary, without removing all the panels. So far it's working fine, but the problem was intermittent so I'll try to post in a few months whether or not that continues.

I also have the FI-650HP power wire tapped into the JB4 wire (which is tapped into solenoid wire). I assume someone or something said to do that, but if someone reading this thinks it's bad, let me know.
