Starter may be bad but it could be alternator? I would recommend to check the battery first to make sure it has enough juice to crank the starter. If the alternator is bad the car should run fine...

I may be wrong but the JB4 BEF is setup with modest timing (at least for the single turbo) while a custom turner can increase the timing, etc
