Just got state ref'd
 

A friend of mine got pulled over for a modified exhaust and got a state ref ticket. What exactly do refs look for? He has ******* *********, intakes, and no muffler. Do they just pop the hood and look for carb stickers? Or do a full inspection on a lift? Hes contemplating on putting everything back to stock vs paying $800+ fine and being done with it.
