I've read and done all the common checks. No boost leaks, replaced vacuum lines for waste gate control. Thought I would get a second opinion while I wait for my new boost solenoids to show. PWM is 99 but I'm slow to spool and only reach about 10psi. Vargas turbos with billet compressor wheel (20% more boost according to them) I hit the 17psi target in map 2 normally with no problems. All the normal mods. Any advice is welcome.

Did you check DV vacuum lines? Reminds me of when one of those is disconnected.

DV's are in my back yard shed. checked vacuum to blow off valve and made sure valve was sealing tho...

Finished replacing all vacuum hoses and both bleed solenoids, still no help. while looking for a leak downstream of the turbos noticed when running there is oil vapor coming from rear air inlet. I have an air oil seperator installed. Could I be losing boost to the PVC system?

Did you check wastegate movement while applying vacuum with a hand held vacuum gun or measure vacuum at the boost solenoids?

Yes, and on start up both waste gates go full closed, unplugging boost solenoids makes them return to wide open
